Dimarts passat el president Obama en el seu Discurs sobre l’Estat de la Nació va plantejar un objectiu de Política Industrial d’una magnitud i importància que cal destacar: “guarantee that the next revolution in manufacturing is Made in America”.
Aquesta frase és la conclusió d’una part del seu discurs en què també va fer referència a una tecnologia “emergent” de la qual aquests últims mesos he postejat de manera reiterada: la impressió 3D.
Les paraules del discurs d’Obama que considero rellevants van ser: “There are things we can do, right now, to accelerate this trend. Last year, we created our first manufacturing innovation institute in Youngstown, Ohio. A once-shuttered warehouse is now a state-of-the art lab where new workers are mastering the 3D printing that has the potential to revolutionize the way we make almost everything. There’s no reason this can’t happen in other towns. So tonight, I’m announcing the launch of three more of these manufacturing hubs, where businesses will partner with the Departments of Defense and Energy to turn regions left behind by globalization into global centers of high-tech jobs. And I ask this Congress to help create a network of fifteen of these hubs and guarantee that the next revolution in manufacturing is Made in America.”
Aquest text suposa, al meu entendre, una declaració d’intencions sobre tecnologies de fabricació similar a la que el 1962 va fer el difunt president John F. Kennedy quan va declarar l’objectiu que l’Home trepitjarà la Lluna: ” First, I believe that this nation should commit itself to achieving the goal, before this decade is out, of landing a man on the moon and returning him safely to the earth. No single space project in this period will be more impressive to mankind, or more important for the long-range exploration of space; and none will be so difficult or expensive to accomplish. We propose to accelerate the development of the appropriate lunar space craft. We propose to develop alternate liquid and solid fuel boosters, much larger than any now being developed, until certain which is superior. We propose additional funds for other engine development and for unmanned explorations–explorations which are particularly important for one purpose which this nation will never overlook: the survival of the man who first makes this daring flight. But in a very real sense, it will not be one man going to the moon–if we make this judgment affirmatively, it will be an entire nation. For all of us must work to put him there.”
Una encomiable declaració que suposa dotar aquest país d’un objectiu estratègic de política industrial emblemàtic: “guarantee that the next revolution in manufacturing is Made in America”, és a dir, que la propera revolució en fabricació porti el segell de Fet a Amèrica.
Encara que existeixen moltes discussions i discrepàncies sobre les bondats i maldats, sobre els avantatges i inconvenients, sobre el que funciona i el que no, la realitat és que ja s’han posat els recursos per posar en marxa l’Institut Nacional d’Innovació en Fabricació Additiva ( National Additive Manufacturing Innovation Institute) i que es pretén desenvolupar fins a 15 centres de referència en tecnologies de fabricació.
Potser aquesta tecnologia al final no aconsegueixi ser el paradigma que es pretén, però la motivació per aconseguir que la pròxima revolució en fabricació sigui creada i desenvolupada pels EUA d’Amèrica, generarà en aquest país un esperit d’il·lusió empresarial basat en la fabricació local, i com a conseqüència un increment de llocs de treball relacionats directament o indirectament amb les noves plantes que es construeixin.
La recuperació de les polítiques industrials d’instal·lar els centres de fabricació en el propi país, cosa que Alemanya ha mantingut sempre, suposa el reconeixement implícit del fracàs de les polítiques de deslocalització que sota una errònia visió de reducció de costos que ha destacat en les últimes dècades.
I vull acabar tornant a exposar, el que al meu entendre és, un dels objectius de política industrial més importants de les últimes dècades: “garantir que la pròxima revolució en fabricació sigui feta a Amèrica“
Seria possible en el nostre país una declaració d’objectius industrials tan clara com aquesta?
